Vice Mayor Jimmy Davis is shaping the future of Tolleson through bold leadership, creative vision, and an unwavering commitment to equity and community.
A proud Tolleson native, Jimmy currently serves as Director of Programs and Administration for the West Valley Arts Council, where he oversees region-wide initiatives that bring the arts to life across 13 cities. He also serves on the boards of the Tolleson Trust Coalition and as Commissioner and Board Chair of the Arizona Gay Volleyball Association (AZGV), using sports, education, and advocacy to build more inclusive communities.

Jimmy is also a small business owner, operating Jimmy Davis Music, LLC, which includes Haus of Davis Entertainment and Brio Studio—a multidisciplinary creative hub offering music, dance, theater, tutoring, and community events. Through his work in the private and public sectors, he has turned passion into purpose, investing in the next generation while revitalizing arts and culture across the West Valley.

In Tolleson, Davis launched the Tolleson Initiative for the Arts, bringing forward programs like Third Fridays and the city’s first public art gallery. He has also led efforts to pass inclusive nondiscrimination protections, expand preschool and after-school funding, and develop regional partnerships that tackle urgent issues like housing, mental health, substance abuse, and transportation equity.

Whether advocating for youth and seniors, expanding infrastructure access, or building spaces for creative expression, Jimmy Davis leads with heart—and with the belief that every community deserves to be seen, heard, and celebrated.

One year from now—Tolleson voters will head to the polls for the 2026 primary election. Today, I’m proud to share that I’ll be on that ballot. I’m officially launching my campaign for reelection to the Tolleson City Council.

Over the past few months, I’ve reflected deeply on the work we’ve done together—and the work that still lies ahead. I’ve thought about the challenges we face, the dreams our community holds, and the kind of leadership we need to keep Tolleson moving forward.


I’m incredibly proud of what we’ve accomplished.

From passing inclusive policies and expanding access to the arts, to fighting for equity and regional investment—I’ve worked hard to ensure that every resident feels seen, heard, and valued.


We became the first city in Arizona to join the Greater Phoenix Equality Chamber of Commerce. We passed a CROWN Act ordinance, strengthened nondiscrimination protections for LGBTQ+ individuals, and proudly became a Certified Autism Center. We created the new roles of Deputy City Manager and appointed two incredible women—Wendy Jackson and Pilar Sinawi—into executive leadership, forming a team that reflects the people we serve.

We’ve expanded senior services, continued funding for preschool and after-school programs at our elementary schools, and strengthened regional and federal partnerships. We also launched a highly successful micro-transit program, which provided over 20,000 affordable rides last year alone, giving seniors, students, and workers reliable access to school, jobs, healthcare, and essential services.


Through the Tolleson Initiative for the Arts, we opened our first public art gallery inside the library and launched Third Fridays, a monthly celebration of live music, art, and community—bringing joy and culture to the heart of our city.


We’ve also delivered on infrastructure and long-term planning—securing $11 million in congressional appropriations for multiple critical projects. These include a series of major repairs and upgrades to our wastewater treatment plant, helping move us closer to water independence and ensuring long-term sustainability for our city. The funding also covers the construction of one of two new pedestrian bridges, designed to improve traffic flow and keep our residents safe—especially our youngest community members who cross busy streets to reach schools, parks, and city programs. 


Tolleson is growing fast—we saw a nearly 30% population increase in just one year, and welcomed major new businesses, restaurants, and retail. From Vanguard to Starbucks to KFC, our economic development strategy is delivering—but we’re doing it intentionally, ensuring growth that reflects the needs and values of the community.


We’ve also made sure Tolleson has a voice beyond our borders—I’m proud to represent our city on the National League of Cities’ Human Development Committee, helping shape federal policy around housing, education, and mental health. I also serve on the Valley Metro Board of Directors, where I advocate for regional transit solutions our city needs and deserves.

And we’re laying the groundwork for what comes next—I’m honored to chair Tolleson’s new initiative to combat substance abuse, a deeply important effort that will bring together prevention, support, and healing. While we haven’t announced all the specifics just yet, one thing is clear: tackling substance abuse from all angles is vital to the future of our community.

But I’m not done yet.


Public service isn’t just something I do—it’s who I am. From the classroom to City Hall, I’ve always believed that leadership means showing up with heart, vision, and courage. That’s exactly how I plan to campaign—and how I plan to continue serving.


That’s why I’m putting out the call: we’re building our campaign team—and we need you.

The future I want to build includes continued economic development, growth in the arts, expanded amenities for our residents, and sustained investment in our youth, seniors, infrastructure, and public health.
